Project Introduction
As an integral component of the North Bristol Program, the redevelopment project for SouthmeadIntegratedCommunityHospital has been endorsed in order to improve the service capacities of new facilities for up to about 30,000 patients. Table 1 below shows the forecasted full number of patients can be contained following the redevelopment project for SouthmeadIntegratedCommunityHospital (North Bristol NHS Trust 2008).
To achieve the new forecasted capacities of the New Southmead Integrated community hospital, the indicated project has been flagged as a large project under the North Bristol NHS Trust. In detail, this piece of planned work entails a number of deliverables: such as zoning six departments with respect to their use over time; acquisition of advanced technology medical equipments; development of 28 operating theater rooms; development of two multi-storied car parking lots; a number of far-reaching demolitions; and a suitable design for either the landscape orientation or the buildings. The redevelopment project is anticipated to take five years after its commencement.
Problem Statement
Health specialist services in Bristol are distributed in four areas in the greater Bristol, which include the WestonGeneralHospital, the Bristol Royal Infirmary, SouthmeadHospital and the FrenchayHospital. However, the scattering of these specialist health services resulted in several inefficiencies with regard to access to health services like increased distance for patients and limited services, which posed the need for North Bristol Trust to set up a new healthcare facility equipped with better facilities and providing a complete range of services with improved capacities (Project Management Institute 2008). The solution was the improvement of the SouthmeadIntegratedCommunityHospital to meet the newly forecasted capacity targets in Table 1 above. For this project to be successful there is a necessity to develop a sound procurement plan for acquiring the materials required to facilitate the redevelopment of the aforementioned medical establishment. Thereby, the procurement strategy should act as a framework for acquiring supplies, materials and services needed for the successful completion of the SouthmeadHospital redevelopment project (Heldman 2009). In addition, the procurement strategy has to take into consideration the cost-effectiveness of purchasing supplies, the project risks, project timeline, and budget and funding (Egal 2012; Munday & Roberts 2010). In order to devise an effective procurement plan, there is the need to evaluate the project task details, which will include an assessment of the project’s goals and objectives, budget and timeline (Sollish et al. 2011).
Project Objectives
The primary purpose for this procurement plan is to develop an effective methodology that North Bristol NHS can use to acquire services, materials and supplies in a fair and transparent manner. With regard to this, the main goals for this project include:
- Developing a procurement plan for the Southmead redevelopment project;
- Identifying 4 procurement issues that are likely to be faced by procurement managers in the NHS in the United Kingdom;
- Devising a strategy aimed at handling the procurement for the SouthmeadHospital redevelopment project by tackling the issues identified in goal (ii).
To achieve these objectives, the following procurement plan will be implemented, which will comprise of the major activities outlined in the Table 2.

This proposal has specified the steps and activities that will be implemented to acquire pointed in the paper things necessary for the redevelopment of the Southmead Integrated community hospital. Moreover, the proposed procurement strategy guarantees fairness and transparency during the procurement process while taking into account the significance of ensuring that it is cost effective.
