The management process in any organization requires a complete understanding of all the factors that characterize its operations. Such factors include all the legal and ethical issues that in one way or another might shape up the organizational process. Being a large health care organization, it makes effective use of the departmentalization design its organizational culture. Each department has its own departmental heads that are tasked with the process of coordinating the activities within their areas of work.
Gathering facts
The organization under study is a non-governmentally sponsored organization that is currently in a stage of development or rather expansion. As such, it has managed to identify a piece of land that lies adjacent to the current land on which it is constructed. This piece of land is seemingly the remaining portion of its current location that was bought from the community in years gone by. However, due to the increased volume of services that have been recorded at the organization in the recent past, it has been forced into an unprecedented expansion program. The organization being a health care institution wants to expand its operational bases and service packs to include facilities like a referral centre and emergency sections. This will improve its efficiency and service delivery. The ground on which it was built is a community land that was set aside for other equally distinguished community schemes.
Ethical concerns
As rightly pointed in the preceding text, apart from being a significant segment of the organization, the quality assurance department also doubles up as the department that deals with much of the ethical concerns that show up in the course of the management procedures often pitting the organization and the community within which it operates. The quality assurance department is tasked primarily with the important processes of overseeing the operations of the organization and identifying new adventures that would profit the organization. In response to what you asked of us (departmental heads), I have managed to identify how the problem of expansion that has affected, in a big way, the operations of my department and the organization as a whole in relation to the community. Findings collected from the various community surveys on the importance of the expansion program give us a clearer picture of what happens in as far as the people’s perception is concerned. Having been set aside for other community development programs, the land under question is seemingly out of reach for the organization. The reason behind this rationale is in the ethical dilemma that has seemingly clouded the acquisition process. Considering one of the key goals of the union is to embrace and promote the community’s operations, it has become particularly difficult for the department to recommend this piece of land to the organization. The ethical issues that underlie this lands’ acquisition are limiting to the organization such that they jeopardize the working philosophy upon which the organization is built. This is how these ethical issues manage to do this; the organization promotes the community’s heritage in one of its goals on one hand and seems to promote one of its interests in the extension program. This is a clear example of a situation that leads to a clash of interests between the community goods and the interests of the organization. Relevant teachings on ethical dilemmas seem to give as an insight into how these two contrasting situations relate when they appear in concurrence. It is always expected that any community goods or interests will always take precedence over the organization’s interests. This is with the assumption, of the detail that all organizations provide their services to the communities within which they operate and as such must operate according to these community’s provisions. It would therefore be unethical and wholly improper for organizations to undertake their interests especially when community goods would be in place. Like for instance in this case, the land that was to be acquired by the organization was also set aside for use by the community. In view of the problems identified, I have suggested possible remedies in light of the ramifications witnessed thereof. This memo, therefore, tries to expound in a wider sense the ethical dilemmas that tend to pollute the administrative as well as organizational channels of this beautiful organization in relation to its area of operation. Norms/principles/values with a bearing on the case at hand
The issue at hand here concerns in a big way the ownership of the target land. The principle or values that the organization needs to exercise are varied and would be done in various forms. One of these principles that the organization needs to showcase is that of integrity. The credibility of this organization has always been noted to be held high by people who attend it owing to the integrity that it has managed to show in all its entire period of operation. At a time when the ethical issues are threatening to compromise this aspect for which the organization is known, it is essential that the organization makes it decision wisely. Having decided to embrace the community’s strategies, it is only in order for the organization to source for viable alternatives that would still derive them the same utility levels as the foregone alternative. Secondly, the organization needs to embrace the adorable virtue of respect. In sticking to its goals in relation to the community development patterns, the organization shall be practicing this quality.
Alternatives
In light of the reactions that have characterized the expansion program specifically with the acquisition of additional land, I would recommend that the organization adopt other expansion methods that would do little to affect the community. One such expansion criteria would be the use of storey buildings that would lead to more building units with constant space utilization. By this I mean that the organization can utilize the available space to expand their services without necessarily exploring other options that would warrant inconveniences that can lead to the development of ethical dilemmas that may turn out to be difficult to solve. Another alternative in whose departments might have been rendered obsolete be it by the passage of time or through the advancement in technology.
Comparison
The activities that are being planned by the organization currently maybe tailored at increasing their service delivery; a welcomed move but is in complete contrast with the existing ethical concerns and controls that shape up the occurrence of most if not all organizational processes. Definitely, in the eye of all the concerned parties, the alternative expansion channels are the most welcomed and as such should be implemented by the organization. It must be noted that while the company’s expansion scheme aims at increasing the quantity of space in order to achieve the requisite efficiency levels, the alternative methods suggested herein root for quality space utilization in the attainment of the same utility levels and efficiency levels as in the first case. It is therefore exceptionally clear that the second (alternative) option would be the most viable of all.

Weighing the consequences of these two outcomes
As pertains to the two situations discussed herein, it is essential therefore that the ramifications that are borne out of these two circumstances are discussed conclusively. This so as to discover the essence of making the right choices in as far as ethical dilemmas is concerned. Without a doubt, the organization’s present strategies are far-fetched and could implicate negatively on the organization’s relationship with the immediate community. The alternative actions that have been suggested could, however, on the other hand, be instrumental in not only increasing the efficiency levels of the organization but could also help the organization to comply to the community’s expectations and all the social conventions in existence. This will go a long way in bolstering the organization’s image as a real market leader.
Conclusion
The discussions herein lay bare the various aspects that surround the notion behind the ethical consideration process. An organization’s functionality lies in a big way in the manner in which it solve the ethical dilemmas that it might encounter in one way or another in the course of its operation. Ethical challenges may prove costly if not addressed properly and the ramifications borne out of any negligent acts would be as hard hitting as in the case of any other influential factor that characterizes the development procedures of an organization. In this case, therefore, I would recommend the organization through the office of our new CEO to turn to the suggested alternatives or any other that would not have any direct social consequences on the population. Apart from the ethical concerns, the organization being a health care institution should be on the lookout for any other challenges that would be threatening to disrupt the order of events at the organization especially in as far as the management and decision making processes are concerned.
