How a Bill Becomes Law

The first stage is the Submission of the bill.

A member of the congress submits the bill to the house. The president or a member of the president’s office may also suggest a bill. The bill must pass in the House of Representatives and the senate. The houses will then form committees.

Both the House of Representatives and the senate will form committees to discuss the bill in detail. However, if the bill is about raising revenues, it does not pass through the senate.

The bill then proceeds to the whole house. The committee reads the bill and debates on it. It makes necessary amendments and vote again.

The bill proceeds to the senate where senators debate on it, and eventually vote.

They will then call a conference, where they debate on any differences between the final draft and the original draft. Senators will vote, and if it passes, the bill proceeds to the president.

The bill proceeds to the president’s office for his ascent.

There are guidelines that govern the signing of the bill. In summary, if the bill does not satisfy the president, he sends it back to the house for amendments. However, if he signs it, the bill becomes law immediately (Majeed, Watts & Brown, 2006).

Effectiveness of the System

This system of government is effective in the sense that there is no excessive power on one organ.

Moreover, this reduces cases of power misuse and corruption.

It also ensures that there is adequate consideration of the electorate, especially in making legislation and appointments.

Role of the Electorate

The electorate plays a role on deciding the policies that will govern a country. For instance, before elections, all political parties usually outline the policies that they will institute if they get into power. Therefore, the electorate will have a hand in the policies, because it votes the leaders into power (Wagoner, 2004).

Conclusion

In conclusion, the separation and decentralization of the government system into the three categories is a move that has had more positives than negatives. However, government must put up measures to ensure harmonization of these arms without conflict.
