An evaluation plan is a formal document that gives the objectives of an evaluation, the questions that are going to be tackled, the data and information to the collected to correctly and effectively answer the questions at the time frame of the exercise ( Bryson, 2004 ). The evaluation functions as the instructions or guidelines followed in the evaluations. The evaluation outline generally has four sections; they include, evaluation framework, program implementation objectives, project outcomes procedures and methods and managing and monitoring procedure.
The Evaluation Plan Outline
I. Evaluation Framework
a. what is being evaluated;
Consists of four parts;
Firstly, is the original project model; second are the objectives to be implemented, thirdly are the expected outcomes, and lastly the context for the evaluation.
b. The questions being addressed during the evaluation
Involves two parts; which are, whether the implementation objectives are being attained? If they not, the reasons and the procedures that best facilitate the process.
Secondly, are the outcomes attained? If not, the reasons and the procedures facilitating the outcomes ( Howe, 1997 ).
c. The time line in the evaluation
Includes the time to collect data i.e. the beginning and the end; and how and why the time line is chosen.
II. Evaluating Implementing objectives
Include evaluating the procedures and methods. In achieving this, the first question is asked. Are the objectives to be implemented being achieved, If not why?
In answering this question three objective answers are involved; in objective one, objectives in measurable terms should be stated. These involves; the information needed to achieve the objective; sources of data; the choice of the data; the time frame to collect the data; the methods of collecting and analyzing the data ( Howe, 1997 ).
For objective 2 and 3 the same procedure as in 1 is repeated for each objective.
III. Evaluating outcome objectives
The procedures and methods are also evaluated with the same question as in evaluation II asked. i.e. Are the outcome objectives to be implemented being achieved, If not why?
Three objectives are covered and will include; in objective one, objectives in measurable terms should be stated ( Bryson, 2004 ). These involves; the information needed to achieve the objective; sources of data; the choice of the data; the time frame to collect the data; the methods of collecting and analyzing the data ( Howe, 1997 ).

IV. Managing and monitoring procedures
This includes; the process of training staff so that they can collect the data effectively and efficiently; the process of assuring quality in the collection process; and the time frames to be followed while collecting, analyzing, presenting and reporting data.
The Evaluation Framework
Consists of four sections and they must be accomplished effectively and efficiently to ensure the project does not fail and the system. The evaluation framework will have the model that assesses the project activities the objectives, questions, and the timeframe. In the first section the evaluation will have to discuss the context to be applied in the evaluation ( Bryson, 2004 ).
The second section manly deals with the data and information in the project; it is a description of the plans to wok on the data. It starts from the type of data to be collected, the source, criteria for selecting, method of collecting, analyzing and presenting the data.
In evaluating the outcome objectives and performance measures the researcher will understand how the project worked and the achievements that were got ( Bryson, 2004 ). This is necessary for every project and the condition and position before and after the project must be evaluated. Managing and monitoring the evaluation process is important due to the need to make sure all plans remain as planed and the quality and integrity of the project is maintained.
